As I posted last time, the quota is 100% reserved for a lot of applicants waiting in line. If you were born in India, it would take you 10 years to get a green card. This is only the wait for the priority date to be current.
Other bad news for job-based nonimmigrant visas (e.g. H-1B, L-1), and job-based immigration:
1. Onsite surprise visit to H-1B companies
2. Department of Labor's inability to "verify" employers for Labor Condition application
3. Department of Labor's tactic to delay Labor Certification
4. Congress's unwillingness to increase green card quotas in the economic downturn
5. Expensive fees for various applications
